Barrie City Council Approves Rezoning of Lockhart Properties for Nearly 600 New Homes

Development in any community often sparks debates and concerns about the balance between growth and preservation. These lands were annexed 14 years ago as part of the provincially mandated Barrie-Innisfil Boundary Adjustment Act of Jan. 1, 2010. Morales emphasized that the rezoning of these properties aligns with their intended use to provide much-needed housing in the area.

At 460 Lockhart, the development plans include 395 residences, consisting of single-detached homes, street townhouses, and back-to-back townhouses. Additionally, two environmental protection blocks of land and three stormwater management blocks will be established to preserve natural features and manage water resources. The property, spanning over 79 acres, was rezoned from agricultural and environmental protection to accommodate the new residential units.

Similarly, at 560 Lockhart, the proposed draft plan of subdivision aims to develop 191 residences of varying sizes, along with environmentally protected land, stormwater management ponds, and municipal streets. This property, covering almost 49 acres, will see a mix of single-detached homes and natural heritage features preserved through zoning regulations. Morales highlighted the importance of maintaining a balance between housing development and environmental conservation in these projects.

The councillor’s statement reflects a broader commitment to sustainable development practices in Barrie. By designating approximately one-third of developable lands in Ward 9 as environmentally protected, the city aims to demonstrate that growth can coexist with the preservation of natural ecosystems. The inclusion of EP zoning in both the 460 and 560 Lockhart properties showcases a proactive approach to safeguarding the Lovers Creek ecosystem while meeting the housing needs of residents.
